Russia Willing to Negotiate with Ukraine for Gas Dispute
EU failed to mediate time-consuming gas dispute between Russia and Ukraine in high-profile meeting on August 29. But the Kremlin stated that gas supply to Europe in this winter should be ensured.
 
Gunther Oettinger, the energy commissioner of EU left for Moscow to discuss with Alexander Novak, the Minister of Russian Ministry of Energy for a probable temporary agreement. EU, Russia and Ukraine will hold a three parties meeting on the next Wednesday at the soonest
 
After meeting with Oettinger, Novak said that Russia had reiterated the proposal that give a privilege of 100 dollars per thousand cubic meters for supplying gas to Ukraine. In June, Ukrainian government declined the proposal for lacking of transparency and having political motivation.
 
Novak claimed that Russia was still willing to negotiate with Ukraine for gas dispute.
 
However, he also stated that the date of the new meeting still had not been confirmed yet and Ukraine must pay for the debt about 1.45 billion dollars to OAO Gazprom, the Russian gas monopoly enterprise. After then, negotiation about recombining the rest part of 5.3 billion dollars could be started.
 
Both Oettinger and Novak said that some kinds of provisional measures could be found out to resolve the dispute of gas supply price so that Ukraine could inject about 10 billion cubic meter of gas into its underground reserves in case of shorting of gas supply in winter.
 
They also claimed that all parties were still applying themselves to ensure the security of energy supply. Nevertheless, there were no risks that cut off gas supply to Europe.
